The shorn sheep and the Lighthouse of Alexandria
The design mixes two things that do not usually go together: a shorn sheep and a small dragon. The body, posture, and ears come from the former; the long neck and thick tail from the latter. The Western name is a double pun, ampere—the unit of electric current—and pharos, the Greek word for lighthouse, which is also the name of the island where the Lighthouse of Alexandria stood. That is where the Pokédex entries about sailors and signals of light come from: the name was written first, and the text came afterwards to justify it.
The underlying joke is older than the series. An electric sheep is the image Philip K. Dick used as the title of his 1968 novel, and the reference is commonly attributed to this evolutionary line.
The dragon was already in the Japanese name
デンリュウ (Denryū) is 電流, electric current, and at the same time 竜, dragon. In other words, from the second generation onwards it carried a type it did not have written into its own name. The sixth generation made it literal: its Mega Evolution becomes Electric and Dragon type, changes its ability to Mold Breaker and—and this is the nice part—restores the white wool it had lost when evolving, along with a mane running down its neck. The shorn sheep gets its fleece back just when it turns into a dragon.
That same generation raised its Defense to the 85 it has today, and left Dragon Pulse within easy reach, already available at level 1 in Scarlet and Violet. The Mega form only exists in games that include Mega Evolution; outside them, the dragon remains in the etymology.
What it retains from when it had wool
It still learns sheep moves that no longer fit it. Cotton Spore, a Grass-type move, at level 11, and Cotton Guard, also Grass, at 46: two moves made from wool this Pokémon no longer has. Cotton Guard sharply raises its Defense, and with 90 HP and 85 starting Defense, it is not a ridiculous idea for taking hits in a normal playthrough.
The rest of its level-up list comes from the lighthouse: Power Gem at 35, Confuse Ray at 29, Dazzling Gleam at 51, Light Screen at 57. It also learns Fire Punch and Thunder Punch as soon as it evolves, two physical 75-power hits on a Pokémon with 75 Attack—the exact kind of move you discard without thinking.
Against Johto’s other Electric type
Lanturn is the region’s unavoidable comparison: it distributes its attacking stats less effectively but covers its Ground weakness with its second type, whereas here a single Ground move decides the exchange. In return, a pure type has an advantage during the campaign, because there is no combination that hits it for four times the damage. In Johto, it is obtained early, reaches its second stage at level 15, and reaches its final form halfway through the journey, with 115 Special Attack while the rest of the team is still below one hundred.
